According to the Patch Notes we can only get one per week.
And it takes seven of those to exchange for a Discal Tomestone.

Soooo, it takes seven weeks to get the weapon? (Quite self explanatory, though.)

Also, does that mean Pandaemonium: Abyssos won't be implemented for like two months?

I suppose you are new. Yes, it's always 7 weeks before you get the weapon unless you do Savage, which can drop the stone on the 3rd Floor.

The next part of the Raid will come with 6.2 which is anywhere between 7 and 8 months away, and the last part will drop with 6.4.

Raids alternate patches. In 6.1, likely 3-4ish months from now, we'll get the first alliance raid. Then in 6.2 we'll get Pandaemonium part 2, then in 6.3 alliance raid part 2, and so on.
