Report them. That's really all you can do.

If they are using bots and the like, sure. But there's nothing against the ToS by keeping yourself logged in manually by moving your character around or something. It is technically playing the game, just not at a particularly fast pace.

I understand. I wouldn't just report people without proof. And I'm one of those 9 to 5 normies that get raked over coals by the queues every night. But if they're cheating they should be reported and banned. But nothing is stopping someone from just playing all day and thus never logging off. Like you said they could just move there character every once and awhile and never trigger it. While to me that's still abusing the system it's not illegal in the T.O.S.
