    No, because they have always been listed as being two separate things.

    1.22
    Imperial stronghold
    Construction of an imperial stronghold related to Meteor

    1.22
    New imperial weaponry
    Implementation of new imperial weaponry

    LEGATUS battle has always been marked as 1.23 content since there will be no primals or raids in that patch.
