No, because they have always been listed as being two separate things.

Doesn't say anywhere that it will open in 1.22a in the patch notes. Only says that as of 1.22 the imperial SH is closed.

Eh quit crying. It's a subpatch which generally was only for hotfixes to begin with. Due to golden week they had to push out as much as they could before they went on a week absence.
