They do, but that priority is super short and temperamental. An hour ago I tried teleporting to a zone and I got stuck on a loading screen for so long I had to kill the client. The queue to login right now will take four hours to process. There's no reason they can't give players who crash or disconnect temporary priority like they do when dropped mid-queue.

No they don't. That's for players in the queue only and it's less than 60 seconds. This was explained in a previous announcement.
They should have a 5 minute grace period to log back in to the game for all players who disconnect, not just the ones in the queue. This is how it is with every other decent mmo. Not only is it the reasonable thing to do for your customers, but it ultimately reduces load on the login server. Right now if a handful of players disconnect from the queue, they are all fighting tooth and nail to get back in asap because they know time's short. With 5 minutes, those reconnections happen at a lower frequency.
Regarding AFKers, the majority will miss their chance to reconnect. They missed all in game game warnings, I have no reason to suspect a disconnect will be treated any different. Either they're there, or they aren't.
