Except you need to remember Gunbreaker drops a 1200 potency AOE that deals 20%less damage to other targets hit, and it can do it on command, where as the other Tanks need to go through their standard rotation. I see absolutely no reason not to allow PLD a more bursty phase, especially since that is part of what holds it back as the MT.
