Whether or not you use ie it's still installed, and xivs Launcher uses it. Lots of programs hook into ie for interfaces. It's weird.
Resetting it is a good step because it fixes weird issues. (you do that through the last tab of the internet options app)
Most operating systems have a UI control you can use in your applications for displaying HTML markup (and even loading resources over the network), and they often use the same engine as the 'built-in' web browser for the system, whatever that is. On MacOS and iOS, for instance, the 'web view' control you can use in your applications is powered by WebKit, same as Safari is.
It's just that on Windows, settings (and cache and such) relating to that standard HTML-viewer control are buried in a web browser that no one uses and most people forget still exists.
