What is false about it, and also what constitutes the quantify "absolutely"? Are you just putting it there for effect?
The first area of Labythos is cut into 2 clean half by a cliff that you can't jump or climb over, with the only access point is a tunnel on one end of the map. That means if you do a fate in one area and another pop in the other half, you have no choice but to travel either the full width of the map, or even twice the width of the map depending on where the next FATE spawn. Samething with the Thavinar, samething with the 4th map (vague to avoid spoiler), same thing with the 5th map. Especially the 4th map, with the way the map designed you ain't getting to half of the fate in time unless you stick to one single area.
If you are telling me the dev intend for people to cover the whole map doing fate without fly, then they are either bad designer or pure sadists.


The fact that you're telling they aren't playing the game as it was intended for trying to buy the mount speed early. That is exactly what you should do. Rank 2 inly requires you to complete 6 fates too.
You can't traverse the entire Labyrinthos on level 82, that much is true. But that's not intended either.


And where do I said you shouldn't buy mount speed early. You kinda answer you own inquiry there, you only need "6 fates" for it, which is an amount you probably can get just buy doing FATE of opportunity that you came across "as you are doign the MSQ". From the OP's post it seems he wants to do it as a lvling tool, which is like I said doubtful the intention of the dev.
No, I'm even not talking about the bottom part of Lybrinthos. The ealier area that you can fully access at lvl 82 is also cut into half by itself, with no easy access to the first and second half. In fact, pretty much all the maps in EndWalker are like this except the 3rd map where you can reasonably traverse the whole map in equal distance. In all other maps, you ain't gonna "farm" FATE before getting your fly. Doing the one you chance across? Yes. Actively going after FATE? "I'm not super far into endwalker yet (lvl 82). I've been trying to get the 6 gold ratings from fates for faster mount speed"
I had no problem getting 6 fates in Thavnair ... and this was while the zone was absolutely overflowing with people waiting around for the rare achievement/super boss fate. i just had to go in and spam AoE attacks and always got gold. Did i miss some fate spawns that i could not reach in time? Yes, but waiting around close to where I know they could spawn and I could get them easily.
