The out-of-story answer is that the quests are intended to take place at the corresponding level of MSQ, but need to account for the possibility that you'll do them later. So they have the alternate version of dialogue for that circumstance.
Within the story, short-term lingering of dynamis effects is probably the neatest explanation.
