Limited leveling roulette

This option neither makes sense and feels like proof to me that the queueing system is broken. When entering a dungeon with a party of 4 level 70s and limited queue isnt selected, you can still get sastasha.... Why? This makes no sense. Why is this queue limited to full parties when full parties should be the only parties exempt from a completely random dungeon. Its like having to toggle on "queue relevant dungeon" and its only available to parties? WTF is this? Its makes no sense that a full party (who should know basically what dungeon they are going to get) are the only people able to use. Seems pointless and all its done is aggravate me when I get copperbell mines on a 70 tank. Ill take this even further to ask, when I do get these lower level dungeons, why is not one party member playing a job within 30 levels of the dungeon to begin with? If all of us queued randomly, why did we get a dungeon irrelevant to everyone? The amount of times I get sastasha and the lowest level in the party is in their 60s astounds me. Leveling queue is broken and needs to be fixed, limited needs to be an option for solo queues.
