I think one of the biggest factors is server lag since the servers currently doesn't always pick up on certain things like this properly which they said they have the ability to fix but it will create more server stress to do so. So as far as I can see it is indeed working as intended, just sometimes the server won't always keep up with the data to/fro and it may seem like an issue at times.
So it's ok that you can't kill an upside down toad or a sleeping sheep?

That's just their unique gimmick honestly, much like you do zero damage (or severely reduced damage) to a Catuare in FFXI when they have a shirling shield around them even though you can obviously connect your weapons to them despite the shield being present. Lullaby for example doesn't even last that long to be honest. Look at moles, even though you likely killed them before they burrow, they still didn't die simply because to the server, you didn't actually get the kill shit before they burrowed.

It's why I said the biggest factor is the latency problem which makes it more of a hassle than it truly is.

that's true... I think after 2.0 and all of the server restructuring, many of these threads are going to be pointless

    Dated Zero Damage thread +3

If I had to guess, I'd say they probably didn't want the monster's animation to suddenly jolt over to their dying state, since they seem to care so much about animation fidelity.
Thats probably the biggest reason for it

It's not a gimmick of the monster, it isn't a state they enter to reduce damage. Nor is it latency (for once). They only stop taking damage when they are at 1hp, otherwise they take full damage. It's either a bug or a bandaid for one, either is bad.
