He's kinda right. Transfer of knowledge happens all the time. However, failure to transfer that knowledge probably happens even more. I'm willing to bet way way more. Typically its a failure of management. They either have a engineer that is responsible for way to much and thus transferring their knowledge when they leave is impossible in a time frame given. Or a project just goes tits up and other engineers have to pick up the pieces.

Bugs happens. I don't blame the engineers too much. Some bugs just can't be tracked down until certain conditions are met.

However, error 2002 has been a problem since ARR and it just strains credulity to think they've given this error the priority it deserves.
