Is anyone seriously suggesting this? The few times I have seen it come up people are quick to point out the many, many flaws in the idea.

The problem with random restarts is it would be of little effect it was random.
Late nights don't have a queue or much of one til around 11..
Most people afk during the hours that anyone could log in, and resets during prime time would be terrible for anyone that is running content with friends. No real effective solutions here.

For fishing, if you spend too long at a single fishing hole, you eventually get an error message that asks you to physically move the character to a different spot because the "fish sense something is amiss."
I think that, in addition to the auto kick after 30 minutes of inactivity, a kick after an hour of no zoning might be another layer they could add on it. People who are afk botting in their houses are "interacting" but they obviously aren't teleporting. Exceptions would be hour long plus instanced areas (raids, dungeons, Bozja, etc) but they also have an automatic 10 minute kick timer anyway.
Alongside a similar warning message that fishers get that they should physically change zones. This would break the less sophisticated crafting and gathering bots, too.
