"Unable to leave area" .. What Is This?

"Due to severe congestion you are unable to leave this area, try later"

I've seen this a few times since last week, ALWAYS when trying to enter a house, I presumed the message meant what it said ...

... but this morning around 10:30 on Phoenix when the login queue was 41 (I checked by trying to login a second account and it was placed 41 in the queue) I got it repeatedly for 30 seconds and had to give up getting into my FC house.

Cleary there wan't "severe congestion" (a queue of 41 patently isn't 'severe') so what part of the 'change zone' system is broken at present?

People are in their houses/apartments/etc using up all the instances, so they can afk macro hop without being obvious.

If you had read my post carefully you'd see this is NOT a case of sever queues which is what your link is all about, this seems to be a housing instance problem, as StouterTaru noted.

Does the issue occur at a specific time frame/interval or day?
No. Note this is NOT related to login queue size, as I reported above the login queue in Phoenix while this was happening was only 41

Does it occur with a specific character or all characters?
All

Does it always occur in a specific area or instance in the game?
It seems to be only in a housing area instance when trying to enter a house

Server that issue is occurring on:
Phoenix

Internet Service Provider:
Virgin Media and BT
