However, it's still not. One charge of swiftcast-acceleration is more effective and useful than three-stack just-proc-acceleration was. Adding another charge on it just means you can bank it and makes it even better than that.

In Stormblood, the difference between a jolt and a verfire or verstone or impact (yeah remember single target impact?) used to be as much as the difference between a verstonefirepact and verthunder or veraero. Those days are long gone, now the balance of power is on verthunder and veraero and getting an extra swiftcast is *considerably* more valuable than a single proc.
