you should be able to buy lvl 70 weapons from rhalgr's reach with tomestones.

Forget Rhalgr's reach. You don't need to go there unless you have old unaugmented gear that needs to be augmented. If you're buying fresh gear you should just use the Kugane NPC right next to the aetheryte. The tomestone NPCs next to the main city aetherytes are organized way better than the mess of three different NPCs at the old endgame counters and we should be encouraging people to use the aetheryte NPCs.

Level 70 can be trivially reached while still in heavensward, and Rahlgrs Reach gear doesn't unlock until you finish 4.0.

In which case, if you are still in the early parts of the story, find someone to craft a set for you. A high level crafter can 2 button make HQ gear for you.
