I can verify this. Got out of work, arrived home at 19:30 EST. Logged into the game at around 19:36, 4k queue. Got 2002 error at around 19:50. Requeued, lost my spot, back to 4.2k. Got 2002 disconnected again at 20:05. The game is kicking people every 15 mins as OP says.

I never had a single 2002 error since their maintenance. I can sit in 5-6k queues and not get a single one. Not every 15 minutes, not after 30 minutes, not after 45 minutes, and so on. And I am not the only one. So I successfully challenged your claim.
