It is. Turns out the Garleans ripped off the hrothgar's design, the later which dates back to the Allagan Empire - the hrothgar regard the Garlean design as cheap inferior knockoffs hardly deserving of the 'gunblade' name, where as the Garleans in turn regard the hrothgar version as "obsolete antiques". And the two are very distinct mechanically wise - the hrothgar gunblade is, like FFVIII's version, basically a sword with a rumble pack attached to give a tremor into the blade (that can also fire 'rounds' of aetherically charged energy). The Garlean version however is just a gun barrel with an extra long bayonet suitable for using as a (rather unbalanced) sword, or, really, guns attached to just about any other melee weapon you can think of, regardless of efficency and usefulness.
The starting gunblade for GNB looks very much like a Garlean weapon that looks like it has been modified to function as a hrothgar version (having the barrel detatched from the muzzle and placed at an angle, thus making it incabable of firing physical bullets), so this is a good standin for those wanting a Garlean glam in the game.
As for why there isn't Centurion armour in the game, or say, Gaius's armour, it's probably simple pragmatism in that they would have to model it from scratch as player gear (the Centurion models in the game are a single model, like many npcs, they don't have a 'paperdoll' model) and SE are probably just more interested in making original gear than bringing in designs of enemy gear, especially for an enemy that is now defeated and no longer really relevant to the story, hence why it's a no-show, and probably will not be added (And if you want to be really technical Gaius's armour was destroyed in the Praetorium anyway which is why he abandoned it there - it was symbolic of the man he was 'dying' there and his 'rebirth' as the Shadowhunter, and so, probably is not even possible from a lore perspective).
