If you are suggesting that they should have limited sales, that would have been an even worse idea with even less justification. I feel that the complaints they would get from that would be worse than now. I rather be able to make the decision to deal with congestion than be told that I can't buy a game because of congestion.

Shadowbringers was an incredibly smooth launch. The game was handling itself fine until the sudden influx of WoW refugees during the summer brought the servers to its knees. They managed some optimization for that, but now we have even more players as a bunch of players returned to the game. The influx of WoW refugees during the summer was unexpected and well beyond their predictions; if that didn't happen, we wouldn't be having this conversation.
