They never said it was ONLY on your side, they've explained it multiple times how the 2002 error occurs. Short version, too many people hitting the login queue at once (I think 17,000 or 21,000 if they have brought up their backups) OR if you have a temporary packet loss. Either way, it is NOT your fault. No, you're not being punished for it even if it feels that way.

Far as random DCs the only thing YOU can do is make sure you're hardwired if possible and that you've paid your internet bill. Best situation is just that, the best scenario.
