Because we all go through login servers to get to our respective worlds. They are capped at a certain number to protect the server from melt down. So the queue you are sitting in is a login server. That also is old. Sorry but until they can get new servers this is what it is. There is a news post that was posted yesterday on the lodestone if you care to read it.

It is disabled because ther is no world without a queue of ~4k+

You can visit before queues form, and you'll remain on that server until you world visit back to your own server. So if their queue is shorter, you'll get that queue during the next login.
Do note that you can't world visit back during the time when there's a queue to your home server, so if you do it you'll be stuck without retainer access until you get back to your home world.
