If the item is marked as UNIQUE and you already have the mount (which means you had the item and used it sometime before), you can't buy it even if you don't have the item in your inventory.
Are you sure you don't already have that mount?
If the item is not marked as UNIQUE, then there should be not restrictions on buying it.
Yeah, im sure. Its a Fatter Cat mount which i definitely have never had before. I think this may be my first ever item store purchase, actually.
Oh I see you mean you're trying to buy from SE store, I thought you meant some ingame shop.
It seems that mount is account-wide, which means even if you not have it with the character you're currently logged-in, you might have it for your account, and might have to wait a couple days for it to be in your ingame moogle mail.
I just chekced that there are 3 characteres with your name in the game and 2 of them already have that mount.

Isn't it possible that you bought it a few years ago and forgot?
When I created a new char some time ago, it took maybe 2-3 days for the item I had bought much time before to arrive on my moogle mailbox.

We understand the frustration this matter may cause. Based on your information, usually this error on the Mog Station only occurs if you have purchased the item before for the same account. As the "Fatter Cat Mount" is an account-wide item, this means all characters on the account would receive it. Please check your in game Mog Mail and clear out any outstanding mail then reload the mailbox to see if if any unreceived items populate. If you are still having further issues, please contact a Game Master in game using the /supportdesk command for further assistance.
As this issue is not a technical support concern and should be handled by an in-game Game Master, this thread will be moved to ‘Separate Support Required’.
