Their responsibility is their servers. If the servers are functioning properly, it's not their "fault". It's unfair to ask of them to take responsibility of something that isn't under their control.
Actually, it is within their control as it is their server host on these hops and they can reach out to them. If it weren't for that being the case I would have never asked them to take responsibility. As a provider it is your responsibility to contact that server host to find out why your customers are losing packets or dropping, so yes it is reasonable to expect this in the current circumstance.
