Game won't let me use Purple Gatherers' Scrips

Steps:
1. I reached level 90 with my Fisher. I have 1725 Purple Gatherers' Scrips. But when I talk to the Scrip Exchange NPCs, they only let me use up my White Gatherers' Scrips. The Item Exchange window only shows the White Gatherers' Scrips icon. I noticed my friend's window shows both the white and the purple icons, but mine doesn't.

I've also done all the quests with T'laqa Tia, which gives custom delivery quests for Fishers. I don't know if this is related, but the Scrips Exchange NPC in Sharlayan doesn't deal with me whenever I speak to her. Says I'm not a "refined individual".

I tried to ask around for help, but no one knows why this is happening or why I can't trade in my Purple Gatherers' Scrips. It feels like I'm the only one this is happening to. Everyone I speak to just tells me to go to the Scrip Exchange NPC. They don't understand when I explain to them that I only see the white scrip icon.

I tried relogging as well, but nothing worked. I'm completely lost here, so I feel like this is a bug.

OK so I just figured out all I had to do was speak to an NPC called Ofpilona in Radz-at-Han, which had a blue quest that unlocks scrips.
