Lady of Blades not able to be completed

Like the title says, I've tried multiple times in Bozja to complete this quest but there is no one attempting Castrum, it's impossible to beat with the 8 or fewer people who sign up to do this.
It's a pain since it's impossible to move the resistance relics past step 3 until you complete Castrum at least once.
Please give us another way to complete this quest if there aren't enough people running Castrum to give people who need a clear a decent sized party. It's been this way since Endwalker released with no sign of changing.

i jut finished this quest yesterday, i got lucky there are 21 "want" to help after i spam shout asking for help when the quest active. but yeah that was pure luck probably on the busy time and some people are in good mood to help. i agree it need to be address on later patch.

on a side note, its not over yet. after that you need to do another raid and its worse than the castrum because its a proper raid (24 people) and its not publicly announce like castrum critical engagement, you need to talk to npc and the game will "search" party for you.

the catch is that this is bozjan raid so its not register to normal duty finder search, and if the game cant find enough party for you, it automatically put you in "undersized" party meaning you could end up with 10 or even 4 people only, it bump your hp to crazy amount but not so much on your damage.

i just got that raid with only 2 people... T.W.O people, me and another person, its manageable if you are tank class or other class with bozjan max hp + def potion but the damage... my god, it took us almost an hour!!!! just make the boss drop to his slightly past 1/2 HP

it took forever and we just call it quit lol

Party. Finder.

CLL is ridiculously easy to beat with 8 players, and I've cleared it myself with as few as 4, and that was without any proper preparation. All the Bozja stuff has great echo buffs for parties that size.

Put up a Party Finder for it, because I guarantee you there are more players just like you similarly struggling to get their clear, join an instance, and tool around until CLL pops. Delubrum is similarly easy to clear with one party.
