You do realize tanks, especially, will spend the entire fight attacking and only occasionally having to use CDs, yes? Hell, if EW Savage is anything like ShB, we'll have bosses we can literally use only invulns on. Big "responsibility" there. Tanks aren't meant to be meat sponges in this game and shouldn't be doing paltry damage when they barely have much else to do.
With that said, it's still too early to determine if tank damage is low. Although, I have been noticing that myself.

In fairness, it took me 10 years to realize that the glamour of the occasional invuln quicktime event wasn't worth the loss in dps that you could be putting out as a melee job. The queue times aren't honestly even that bad, and you're every bit as, if not more appreciated. You don't sell gameplay through responsibility. You sell it with fun.

As for damage, I don't see anything wrong. Stat squish and all accounted for it I'm amazed that it doesn't seem to have affected the pace of battles at all. Definitely too early to make out the full spread in detail but I'm comfortable with what I've seen so far.
The only issue I've seen so far is that GNB damage output may be a little high. In the extreme trial content I've been doing (9 trial 2 ex clears so far), WAR and PLD are consistently 10% lower output than GNB. I don't really have any issue with GNB being the highest damage tank, but 10% is WAAAAY too much. It should ideally be 5% or less.

Even with Dark Knight and Gunbreaker being top dogs, it's not going to stop people from playing what job they want to play. I play Dark Knight because I personally like the claymores and heavily mitigating a tankbuster with TBN and Shadow Wall. The DPS? I wouldn't even care if Dark Knight got nerfed. The damage will eventually get homogeneralised between the tanks.
Limited and Exclusive content that gets removed from game is Wasted Content and Developer time in the long run.

That is good balancing though.
Gunbreaker in Shadowbringers, was the must pick tank over all others, having solid DPS, solid mitigation, solid heal sustain, aligns with other jobs cooldowns, can adapt a lot of comps. You can't resort Dark Knight being largely stronger than the other tanks DPS, and having the same support, will seriously become overpowered. There's always gonna be a meta for high tier raid groups I am not denying, but we don't need one tank better than others, DPS is always going to remain a dominant figure in this game.
Being top of the game in every role, they must always have a flaw, except Ninja has remain the best since 2.4.
