a system error has occurred: -2146697211. https system error

Hello, been receiving this error for around a month and a half.
When I start the launcher the launcher is blank and never opens.
I returned it to the original launcher, and it repeatedly gives me this error.

So, some interesting information. I also cannot access the mogstation or login to the forums or the lodestone. Every time it comes up with a maintenance message. This is only true for this computer, it works on both my partner's computer, my laptop, and both of our phones on the same internet. In order to log onto this and post this message I had to use a VPN, I also have had to use a VPN to play the game for the past month and a half.

As for things I have already tried.
1. I've cleared IE cookies
2. I've edited the config file to turn off cutscenemovie, eulaagreement, bootversioncheckmode, b4eulaagreement, and region as suggested on other posts regarding this issue.
3. I reset IE settings to default.
4. I added exceptions for every single file in the ffxiv game folder.
5. I deleted the ffxivboot.bck as was suggested elsewhere
6. I added frontier.ffxiv.com to my trusted sites, as well as finalfantasyxiv.com
7. I've uninstalled the game, redownloaded the client and immediately was met with the blank screen.
8. I've reset my router (though why it only blocks one computer is beyond me)
9. updated windows 10, and C++ redistributable.
10. ran malware scans.
11. lowered the security in IE on trusted sites to medium, and then customized it to low, but neither seemed to do anything.
12. I went in to the cookies section and set it to accept first party and third party cookies and always to allow session cookies.
13. I set it to allow software to run or install even if the signature is invalid in the advanced settings.
14. I enabled TLS1.0 1.1 1.2 AND 1.3 and unchecked the SSL 3.0.
15. I made sure ActiveX controls and plug-ins were enabled.
16. I ran the game as administrator, and now require it to be ran as administrator.
17. I ran the game in compatibility mode for windows 8 and 7
18. I do not have a secondary antivirus, but I did turn off windows defender, and nothing happened.
19. In windows defender I added all the program launchers for ffxiv and also enabled them for public and private.

Right now my work around is to launch the game with a vpn, and as the vpn autodisconnects I wait for my internet to re-connect so I can attempt to enter the lobby server, but often it gets stuck here and I end up at square one.

I recognize that this has to be something wrong with the internet connecting to the relevant websites, as I cannot access the mogstation, the login screen, or the main launcher page from this device.
I'm not very computer literate, so I've run into a brick wall and need some advice.

edit : new problem, now even with a vpn is launches with the error "Unable to complete version check. [30605][10009][19900][12152]"

edit: The previous version check error has gone away as I removed the "My games FFXIV" folder and let the launcher restart. The launcher opened into a EULA, which was promising, but then immediately did a error 403. I live in Korea, and others have had a similar problem, but every other device in my home on the same network can access the game and the website, only this one cannot. Now even when I use a vpn, the ffxiv client holds onto the internet connection and won't restore the original internet until I close it, making the game unplayable. I'm at a loss.

edit: I've flushed the DNS now as well, and nothing. (it was suggested somewhere to try this)

Okay, mysteriously, I could login today with no problems and no VPN, for the first time in nearly two months. I have no idea how this occurred, I didn't do anything special before it worked. I hope it continues to work, but I'll keep this post updated if it comes back again.

five days later, I mysteriously cannot login again. I cannot access the lodestone or the log into the mogstation nor get access to the game through the regular client. I now must use a vpn to start the game again. I really wish I knew how to proceed.
