However, I borked my rotations, many, many times yet didn't have much trouble with Double Down.

If you really want a fix, you can simply adjust Bloodfest at 60s (And maybe only giving 2 Cartridges) so you are garanteed to get a Double down in your No Mercy window.
I don't like this idea because all No Mercy windows would be the same, but it's the simplest QoL you can ask for if Cartridges is your problem.
