    Why are you combining the AoE and single-target then saying it's '' 23 primary rotation abilities ''?
    You're not actively using 23 buttons that's everything combined.

    This sounds like a keybinding issue on your end.
    Alternatively you could just put your AoE on the lower bar and use the scroll function and use the same keys for AoE.

    Some of these buttons also have 2-1 min cooldowns and are not frequently used.
