Shrimp Ball, the Freshwater Bait Used in Saltwater

The shrimp ball item has the following description: "A ball of shrimp and rye flour paste. Processed bait for freshwater fishing." This is strange, considering that you use it to fish off the coast of Sharlayan, in Scholar's Harbor. Now, I can't be 100% sure, but I'm about 95% sure that the harbor is full of saltwater.

I tried to use the shrimp ball in the Pool of Tranquility, and it didn't work. Odd because the pool was freshwater.

I have therefore come to the conclusion that the shrimp bait has been incorrectly described. It must be useable in saltwater to work as it does. The description may be worth changing, given this.

Hmm, didnt a sidequest say that the fountain of knowledge purifies the water etc. which is sent into the sea. So its a freshwater canal, meeting the ocean. Guess it depends on what type of fish is obtainable?

The shrimp ball also works in the waters around Thavnair and other saltwater. It fails to work in any freshwater. Fairly certain that makes it saltwater bait.
