these topics already existed before WoW lost some people
with how ff14 they treated PvP in the past, it is very unlikely to happen anyway, or even if you like PvP you don't want them to spend resources for that when there is more basic things to fix first

Not really. That was never fun thing that happened.
Isn't there other games for people wanting to play murderers & murder victims??

I had bad experiences from a certain MMO (Not WoW) that I wouldn't wish such a thing to exist for FFXIV, and it also promotes really bad behavior.
More specifically than just the echoes of "no", what's the justification for open world PvP? In WoW it's Horde vs. Alliance, which are at war. For SWTOR it would be Sith Empire vs. Republic. Had City of Heroes/Villains done open world instead of having separate zones for heroes and villains, it would have been, well, Superheroes vs. Supervillains. There's no good story justification for player characters - who are all adventurers in Eorzean city-states which are not at war and at the beginning were all struggling in a war against an invading Garlean Empire - to try and gank each other while gathering. Even the Grand Company factions for PvP are essentially performing war games, aka structured drills to keep the military sharp.
