Sage Phlegma Issue?

I just noticed on the website's job action guidehttps://eu.finalfantasyxiv.com/jobguide/sage/. That it says it's supposed to be a skill that's off global cooldown. However that's not the case at all in the game. Does anyone know if it's either a typo on the site or a last min change?

It is an instant spell, not an instant ability. If it is a spell then it is on the GCD and if it is an ability then it is off of the GCD. All that it means is that it does not have a cast time.

Phlegma is a spell (as the guide says) and thus on the GCD, like Dosis and Toxicon.

All instances of Phlegma in that list correctly list the ability as a Spell, meaning it's a GCD. It also has an MP cost, characteristic of caster GCDs. If the confusion is about "this skill does not share a recast timer with any other skill", this is because it would otherwise activate a GCD of 45s, and we wouldn't want that.
