It can get on a bad backbone at any time dependign on location.

FOr me I stay on the comcast backbone with no more the 50ms until it hits Tokyo Japan.DIAG.DE
which frops it to 199ms.

I'm getting the same, my standard is 20-30 ms until Tokyo Japan.DIAG where it goes to 230-330 constantly. I also keep timing out and when it does my game freezes. So often that it's completely unplayable I'm afraid. While the rest of my computer, my connection and everything else works just dandy.
