Can not put unlocked "Inner Quiet" Trait on hotbar

Steps:
1. I have unlocked the trait "Inner Quiet" at level 11
2. I can see in under the Traits category and it is highlighted (unlocked)
3. BUT, I can not move it to a hotbar.
4. I can still l move all my actions to a hotbar (see screenshot)

I have just realized, that Traits are always active. They are buffs and do not have to be executed.
