Transfer realms to get a shorter queue?

Is it plausible for me to transfer my character to a lower population server, keep playing on that server until queues get better and then transfer back to my current server?

Normally during heavy traffic times, certain realms would be listed as "Congested", and others would be listed as "Preferred", and you would be able to transfer for free and get a prize for doing so, but currently all realms are listed as "Standard". I wonder why they haven't done so yet.
