Until this very moment I was very happy about "blood of the dragon" turning into a trait, because it's a pain to do older content and maintaining the gaze since on lower levels the cd is higher than the upkeep.

But now I'm concerned about maintaining the dragon gaze. Currently (well, until yesterday that is) if I'm on one gauge and I'm out of targets and it's running out, I just press blood of the dragon as an action and it refreshes the gaze until I hit something again and I can do it endlessly because the cd this time is lower than the upkeep.

Coming endwalker if the blood gaze runs to 0, then I will lose the dragon gaze and have to start again right?

Am I missing something or this indeed a nerf?

There is no timer anymore on Blood. It is ALWAYS on.

There is only a timer on Life of the Dragon, which you couldn't refresh anyway before either.
