It also seems like this issue gets worse the heavier the load is on the servers. Say 2 years ago I didn't have any of these issues with the exact same connection at the exact same location. Ever since the game started getting regular queues the 90k errors have gotten more frequent and ultimately became unbearable with the release of the expansion and 10k people queues on the EU.

Honestly the best advice I can give you is to buy a VPN if you really want to play and pray. I'm sure most of them offer a money back guarantee. I will never pay for a VPN to play this game personally as I don't deem it worth it, but its worth a shot. Since it seems to be a routing issue combined with idiotic zero tolerance for packet loss in an online service SE has implemented.
Hold on, you mean there is NO buffer for packet loss? I mean it would make sense that there isn't considering the number of 90k errors people are beginning to get today with the loads being so much higher. That is bad design for sure because packet loss is a natural part of being on the internet but the connection should never flat out be dropped like that.
