Some Temporary Solutions for New Releases

Please, no mentions of getting new servers, we all know.
Please provide your best solutions and don't attack others just because you do no not agree, but respond proactively and constructively. (And I must add, respectfully, and not this passive aggressive sarcasm I've been seeing).
My suggestions are temporary solutions to help mitigate congestion. They need to be set up 14 days before the release and last 14 days after. (The days can be any that is reasonable, I chose 14 because it's pretty reasonable to me.)
1. Reorganize Worlds.
2. Place level caps on worlds.
3. BEFORE Release, migrate to your designated recommended world, preferably 48-72 hours in advance of Update. Or it can be automatic.
4. Those doing the latest MSQ release can do world transfers to a world dedicated to it. They will be sent back to their original world after 5 days (or whatever amount seems appropriate) and to their character level world at the time.
5. After 14 days, everyone goes back to their original world. It will be automatic and on certain designated dates to prevent congestion.
6. Brand new people just coming in and or did not migrate to their designated world within the 14 day window will go into a queue.
7. SE should offer incentives by asking in advance if players want to wait out the period and congestion. Their accounts will be locked for 14 days, but they will get nice goodies when they log back in.
8. SE needs to offer lost play time (within a reasonable amount, and they are going to. I'm very thankful of that).

I know these suggestions may benefit veteran players. I know there are loopholes and missing elements. I know it is not fleshed out. But I believe we will all hurt less if servers and Worlds prepare better. Transfers should occur well in advance of launches. It will help everyone gauge the population and impact on release day. They will know how long they have to really wait to get in.
What will happen if congestion never ceases? I don't know. We are all still learning. Do not feel discouraged.
