They will be forced to do it whether they like it or not release is on the 7th and servers won't be able to handle it, and if someone does a DDOs its game over they will be handing out 30 days free time to millions.
They can't add more servers. All they can do is say "Please understand," while doing nothing.
So your solution to "some people can't play" is to make it so "no one can play"?
Yeah I mean those that have played, good them! But based on the reception of those not being able to login it seems fair. Once the servers are added, it will be fun for everyone and not just for the people in game right now.
Semiconductor shortage = no server hardware is available for purchase. How do you expect them to add servers if the hardware to do so isn't available?

Whether you like it or not, the goal is not for "some can play" while others can't so if I can play, forget everyone else. An MMO is set up where all should be able to access so to answer your question, yes, take them down if that is what it requires to fixing the issue so all can play rather than the some that you seem to be ok with from your post.
It's not that they don't have a good reason as to why they can't update their server infrastructure.
It requires physical items that literally don't exist beyond their raw components. There are select few semiconductor manufacturing plants in all of the world, and when COVID hit, auto makers cancelled their orders and a good chunk of these semiconductor manufacturers shut down (either temporarily or otherwise). Orders began to pile up from every corner due to never-changing demand with a reduced production capability, and then auto makers renewed their orders once some of the haze cleared - and then there were problems.
While expansion launches are rarely pretty, I don't think Square Enix expected a fallout of this magnitude to occur. They likely expected issues, but this is a bit of nightmare.
