Whether you like it or not, the goal is not for "some can play" while others can't so if I can play, forget everyone else. An MMO is set up where all should be able to access so to answer your question, yes, take them down if that is what it requires to fixing the issue so all can play rather than the some that you seem to be ok with from your post.

That is not even remotely true. Practically every MMO, FFXIV included, make no guarantees on the ability to connect to and play on their servers. Even if their hardware is perfect, the underlying Internet infrastructure that everyone must go through to connect to their equipment is far from perfect.
