I share the feeling that it's more likely that the exploiter problem isn't as bad as it was during SB launch, but I do still think they should investigate the possibility of it being a solution. Just in case.

I also think this might be due to a lot of people who aren't totally AFK, but who aren't really committed to anything and are too afraid to log out while they're doing other.... life-maintenance things. (cooking, eating, showering, chores, etc) If the queues can be just a bit less daunting, we might see a more healthy flow of people in and out of the servers.
