Well, for the most part it should be. It's the game's job to provide us with something to do. I feel there should never be a time when there isn't an active FATE/GATE for players to engage with. It's fine to have several with conditions, but there should also be multiple flex slots for basic ones that will always be ready to go active and fill the void.
