Yes a World visit, but on server with no character created in there (and no possibilty to merge one in thoses server), as a temporary server. I think the data in there would be lowered due to no housing/and others data restricted.
It is like a Seasonal server.

Again.. this would be hosted on what hardware or data center? I understand your reasoning, but the equipment to implement it still isn't available even if it's not as robust as the established servers.

This doesn't exist currently so wouldn't be able to create one without making a new server. A new server can't be created because of the chip shortage. So ultimately, no, it's not possible. Everyone just kind of has to grit their teeth and deal with the situation going on right now or just not play for the time being in my opinion.
