Almost impossible to complete Castrum

I just got the mission to attack Castrum in Bojza. So far the most people to run it at once was 20 and some people ended up trolling everyone by intentionally dying at the beginning. Other than that, it's around 6-7 people who join per spawn. Trying to find a sizeable group that has the potential to clear is like pulling teeth and you do to go through that hell to finish the quest. Any idea if they are planning on incentizing Castrum so people can actually clear it?

There's Discords you could join to help with this. But sadly there's nothing to incentivize anyone to run it, the amount of exp is too low and everyone has already got everything they wanted from it a while back ago. SE needs to at the very least increase the amount of exp/mettle gained so others are more inclined to at the very least help others new to Bozja.
But from what I'm personally aware of, I haven't heard anything about them making updates to that to help with it.

It's partially just the beginning of new expansion rush. Short of them buffing the exp gained from Castrum and the later dungeon, nobody runs them because right now everyone just wants the exp Bozja gives, not anything specifically related to it.

Eventually people are gonna come back to farm weapons for glamour, so there should be more traffic in those special instances when that happens. But for now, unless you have friends you are kinda SOL. But if you DO have friends, it should be comfortably cleared with only 8 people, everyone in the dungeon gets a stacking buff that's stronger the fewer people there are in there. I hear the last dungeon of Bozja is actually easier with fewer people, though you'll likely need 2 tanks and healers at least.

Seriously? You get a buffed for less people? Maybe I just didn't have good buffs on then because it took a while to kill the first guy.
