    the spells don't have to follow number progression. They can skip II. Why? Because these are classic final fantasy spells seen in some of the other games. They simply chose in this instance to jump straight to III because it's a more appropriate power gain given you unlock them at level 82

    I might agree with this theory in regards to Holy but Glare is a recent addition.

    I think it has to do with the Japanese names. Holyra and Glarera just sound weird. Holyaga and Glaraga sound a little bit better (but not much)

    From what I understand, it's because of the way they are named in Japanese and how that correlates to the English translation. In Japanese they have the -ra -ga -ja suffixes. They went with a higher tier naming for these spells in Japanese and the English version translation is aligned with version III of the spell.

    That's not a explanation though. That just means that the japanese (& other regions using these suffixes like germany) is also lacking a tier of Glare and Holy
