This. Allow them a forum to post in and that only Welcome Back players can post in it. Let it be viewable by everyone though so as to encourage discussion of their viewpoints in the general forums.

God forbid players taking advantage of the program might have interesting things to say This kind of comment is exactly why they need a section of the forums just for the duration of the program that they can post in and we can't.
