Au Ra conventions were actually posted a couple of days before HW early access. Female Viera & Male Hrothgar names were posted about 20 days after SHB's official launch, but they posted an official notice in the community thread asking about their conventions that they would be late. Checking the sticky threads can confirm these dates.
Unfortunately this is also part of why the lack of update has been confusing and concerning...

On this one, I think it's unlikely that they have anything to do with the green word, since I'm betting all of us are supposed to take on city names anyway having left, so the names are almost always going to be forest names.As there are 12 names for each clan - 12 for Veena, 2x6 for Rava - my guess is that they don't refer to something alike to tia/nunh but instead to region or something else. Veena and Rava share a lot of culture except for their following of the Green Word and locale. There's a chance the Djt- or Rehw- prefixes on Rava names refer to whether they follow or have broken the Green Word, but as all PC Rava men have by definition left Golmore (and thus broken it), it makes no sense for it to be an option.
There has to be some significance around there being 12 names, I think. Given how closely related they are (in the case of Veena) as well as how restrictive, it only makes sense that it defines them along a category that can be split into 12 or 2x6, so... regions, birth months, something like that. Keep in mind that ordinarily Viera men would have very little use for a surname since they belong to no village and meet very few people. It makes sense, then, that their surname is a utility used by women when they do visit a village. Guess we can only know for sure when they tell us, but it's food for thought.

However, afaik, Matsuno has a final say on Viera lore, both male and female, so unless he isn't busy with something regarding his work it might take a bit of time for the naming convention to be released.
I hope this is the reason. I'm not sure why else it would take so long, especially since they must "know" most of the conventions, based on the fact they have names in the generator at all. It has been a month now. Unless it is a matter of Matsuno being too busy to write something up regarding the lore and he has to be the viera lore writer, I really don't understand why we haven't heard anything by now. If it was more akin to the women's names, with the home village/forest being the last name, there wouldn't be an issue. But, they appear to be role-based, at least for Rava. It's not a big deal or anything but it would be nice if there was an update... Particularly so I know what role I blindly assigned my viera guy alt, haha.
I may have a completely misguided understanding of the situation, but I was led to believe that Matsuno had permanently left FFXIV after the last chapter of Save the Queen was released due to creative differences and issues with production, and since male Viera are original to FFXIV they wouldn't necessarily need his sign-off (though, assuming all this is correct, it would still be courteous to seek it anyway).
In any event, I understand this has been a less than ideal launch and I can imagine where something like this ranks on the priority list, but the complete lack of even a 'sorry, it's on the way' is, dare I say, finally beginning to grate...
I tweeted at Matsuno, and he said (in Japanese) "I can't answer that question, please contact Square Enix".
