The game runs fine even with weaker CPUs or throttling up to a pretty good extent. As you slow it down, the sound craps out way before the other issues come up.

Having the sound distortion issue happen when it gets hot makes sense, and addressing that could partially help, but it's not the core cause of the issue and when more is going on in-game the sound will still break and distort.
