If it would be a general problem with the game then everybody would have it. I guess, they will test the client with various hardware and software combinations. But when all their tests do not trigger the issue then it is hard to find out where the problem is.
My recommendation in this case is: reinstall your OS and install GPU drivers, chipset drivers if you are using an AMD chipset and NIC drivers only. No "motherboard tools" or "mouse drivers" to change you LED color and no "tuning" or "cleanup" tools ala CCleaner. And no third party antivirus programs. Leave Windows as it is.
