I don't know what the problem is, but I know it shouldn't exist to this extreme considering how long the MMO industry has been dealing with login issues.
It depends on the cause of the error.

When I first tried to log in yesterday I got the 2002 error and crashed to desktop when I was around 500 in queue. Got back in on the same character and the queue was 1700.

Got down to about 300 and crashed to desktop again and showed the 2002 error again.

Attempted to load up another character on another server is to see queue status there. She was at 2400 at the time. Cancel the queue immediately to see what the queue on the initial one was, get back in at place I had dropped. I made it into the game without another crash at this point.

For some of the issues that generate the 2002 the buffer system is appearing to work, but not for all of the reasons.
